Understanding the Taxes on Your Utility Bill

Your final payable amount is often 30-50% higher than the actual cost of electricity consumed. Here is exactly what you are paying for in Pakistan as of 2026.

18%General Sales Tax (GST)

GST is applied to all electricity consumers at a flat rate of 18%. It is calculated not just on the base electricity cost, but also on top of other surcharges like the FPA.

VariableFuel Price Adjustment (FPA)

FPA reflects the fluctuating price of crude oil, coal, and LNG used to generate electricity globally. If fuel prices were higher than NEPRA's benchmark two months ago, you pay a positive FPA. If they were lower, you receive a negative FPA (credit).

Financing Cost Surcharge (FC Surcharge)

A flat rate of Rs. 0.43 per unit is charged to service the circular debt and loans taken by the power sector. It is applied to your total consumed units.

Electricity Duty (ED)

A provincial tax applied at typically 1.5% of the total cost of electricity. This revenue goes directly to the provincial government rather than federal.

PTV License Fee

Mandatory television fee applied to domestic consumers.
